Advances in science and technology can be a key driver of development. However, if ethical frameworks are not taken into account, science and technology can turn into risk factors for human beings’ health and welfare. One of the main goals of the bioethics is to do an ethical analysis of issues related to healthcare and welfare of human beings that are accompanying the development of science and technology.

Establishing and sharing ethical global standards as well as promoting the practice of ethical behavior of healthcare professionals and researchers, are important instruments how the bioethics contributes in the construction of a global society more human, responsible, just, and solidary.

Objective:

The Platform of Bioethics and Medical Education of the Centre of Biomedical Research of La Rioja (CIBIR) was created in 2011 with the following main objectives:

  1. To develop instruments of easy use, contrastable and high reliability and experimental validity that can be applied into the bioethical analysis of scientific research, training of healthcare professionals, and healthcare services.
  2. To promote ethical global standards that can be applied for improving: (i) quality of the research and healthcare services; (ii) formative programs of healthcare professionals; (iii) quality of healthcare services.
  3. To measure the benefits that professional and ethical behaviors of healthcare professionals and researchers have in: (i) health and welfare of the population; (ii) responsible use of resources; (iii) improvement of the healthcare services; (iv) promotion of a just, supportive, and solidary global society; and (v) responsible use of the environment.

Furthermore, those objectives, since 2016 and in the framework of a mutual collaboration agreement between the UNESCO, through the Social Sciences and Human Sector, and the Kingdom of Spain, through the Autonomous Government of La Rioja, the Platform is in charge of the direction of the National Centre of Documentation of Bioethics. This initiative brings supports to the UNESCO Section of Bioethics and other national and international organizations that are working in bioethics in areas of mutual interest.

Biosketch

Luis Vivanco (Lima, 1975) is BS in Biology, MA in Bioethics and PhD in Medicine. Dr. Vivanco is Principal Investigator of a Research Platform on Bioethics and Medical Education at the Center of Biomedical Research of La Rioja (CIBIR), Director of the National Center of Documentation on Bioethics at Rioja Health Foundation (FRS), member of the Research Ethics Committee of La Rioja, and Academic Director of an International Master Program in Bioethics, carrying out by an academic consortium established among the Ibero-American University Foundation (FUNIBER), the European University of Atlantico (Spain) and the International Ibero-American University (Mexico-Puerto Rico). His professional experience is mainly focused on the study of ethics education and social and cross-cultural issues, and Bioethics and Professionalism in healthcare areas.

Biosketch

Graduated in Medicine and Surgery, Complutense University of Madrid. Doctorate in Internal Medicine Official Program by the same University. Is also a Specialist in Family and Community Medicine (MIR Program carried out alt Hospital Clínico San Carlos, Madrid, Spain). Master´s degree in Advance Palliative Medicine Care.

Healthcare assistance carried out in Public Health System of Madrid, Spain and in Public Health System of La Rioja, Spain as Family Physician & Oncology and Palliative Medicine Care respectively.

She was a member of several Scientific Advisory Board and Science Partnerships like Semfyc`s ( Spanish Society of Family and Community Medicine )Hypertension Group and Ambulatory Monitoring of Blood Pressure (AMBP)Research Group , Technical Evaluation Committee of RefBIO Research Collaborative Projects (POCTEFA-Interreg).

She currently leads the Biomedical Research Project Department and also took part in several competitive research projects (MINECO and ISCIII).

Biosketch

Roberto Delgado Bolton (Santander, 1973) is an expert in Nuclear Medicine and Imaging and has been holding prominent research and clinical posts in the field. He holds a PhD degree in Radiological Sciences from the Universidad Complutense de Madrid (UCM), Madrid, Spain. The most recent post has been Head of the Department of Imaging (Radiology) and Nuclear Medicine (including Radiology, Nuclear medicine and Radiation Protection, in Spanish Jefe de Departamento de Imagen y Medicina Nuclear, que engloba al Servicio de Radiología, el Servicio de Medicina Nuclear y el Servicio de Protección Radiológica) of the San Pedro University Hospital and Centre for Biomedical Research of La Rioja (CIBIR), Logroño (La Rioja), from January 2014 to July 2016.

Current professional situation:

Current contract: His current position is at the San Pedro University Hospital with a 6-month temporary contract (contrato eventual de acúmulo de tareas de 6 meses de duración) signed for the period 22 October 2017 to 22 March 2018.
Current positions in San Pedro University Hospital: In La Rioja he holds the following positions: He is at present Chair or President of the Education Board of La Rioja (Presidente de la Comisión de Docencia del Hospital San Pedro), Head of Specialised Medical Education of San Pedro University Hospital (Jefe de Estudios de Formación Sanitaria Especializada del Hospital San Pedro), and Coordinator of the Hospital’s General Clinical Sessions, all at the San Pedro University Hospital and CIBIR, Logroño (La Rioja), Spain. He is also a Consultant Physician (Facultativo Especialista de Área) in Nuclear Medicine at the University San Pedro Hospital and Centre for Biomedical Research of La Rioja (CIBIR) in Logroño (La Rioja), Spain. At the Universidad de La Rioja he teaches as Associate Professor of the Escuela Universitaria de Enfermería.

Current scientific positions:

Europe: Roberto Delgado Bolton is member of the Board of the European Association of Nuclear Medicine (EANM) and of the Editorial Board of the European Journal of Nuclear Medicine and Molecular Imaging. He is member of ECCO’s Oncopolicy Executive Committee. He is also reviewer of other imaging journals, such as PLOS ONE and Cancer Imaging.
